WHAT DOES A HUMAN RESOURCES SPECIALIST DO? As a Human Resources Specialist, you will serve as a consultant and provide guidance over various personnel/payroll issues. In this position you will be responsible for accomplishing a variety of analytical studies and/or participate in projects relating to mission/oriented programs for the Internal Revenue Service. In addition, you will provide advice, guidance and information on personnel/payroll systems and provide feedback in the evaluation of the efficiency and effectiveness of the assigned programs and systems. As a Human Resources Specialist you will:
Provide authoritative policy and technical advice or consultation and assistance to all Payroll-Personnel Systems (PPS) organizations and all levels of IRS management on the full range of personnel/payroll systems products and services. Provide assistance and advice in two or more HR Specialties of a wide range of advance HR principles practices techniques and regulations. Perform research and analyze the results to develop recommendations to customers through research fact-finding and evaluative techniques. Apply automation means to accomplish presentations, data retrieval and to prepare written guidelines and recommendations relating to personnel or payroll projects. Apply project management principles and processes to projects and effectively coordinate and integrate project objectives and recommendations. Provide knowledge of analytical and evaluative personnel and payroll methods and techniques to accomplish projects. Provide technical assistance on the HR automated information systems' procedures and applications. Analyze and resolve problems encountered or referred from others within assigned program areas. You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes:
applying Human Resources Personnel or Payroll concepts and practices. Experience using knowledge of research, fact-finding and evaluative techniques in order to perform research of customer request; Experience using personnel/payroll automation to accomplish workload, research, and data retrieval. Examples of qualifying work experience include:
Working with a specialist for payroll human resource functions; or equivalent organizations; Experience analyzing personnel problems and ensuring accuracy of personnel employee payroll information; and Experience communicating both in writing and verbally. OR You may substitute education for specialized experience as follows:
1 full years of progressively higher level graduate education leading to a graduate degree in a related field of study such as human resources, organizational psychology, public administration or other administrative and management fields. OR One year of graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR; C. Superior Academic Achievement may be met by having a Bachelor's degree in a field of study with one of the following:
A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in your major field of study or those courses in your major completed in the last two years of study, or rank in the upper one third of your class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. OR;D. At least 1 year of combined graduate education and experience as defined above. For Grades 05 through 11:
You may qualify by a combination of experience and education. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
